Operational Control Systems Delivery Manager

The role:

The Operational Control Systems Team in Metro Trains’ is responsible for the ongoing operation and maintenance of various operational control systems that support the high availability rail network.  Supported systems include: CCTV, Voice communications, RF systems, SCADA, server infrastructure, networking and communications interfaces. The team also supports lifecycle delivery through system design, integration and commissioning.

This role will be accountable for:

•    Leading a high performing team to successfully ensure all supported operational  control systems are available, maintained and supported;
•    Ensuring the successful delivery of MTM’s Annual Works Plan, including operational system support;
•    Managing numerous 3rd party / vendor service contracts 
•    Manage the maintenance, renewals and construction works of MTM's operational control systems infrastructure, ensuring it is safe, efficient and continuously improving.

This role reports  to the Head of Infrastructure Delivery as part of the Infrastructure management team, with a matrix dotted reporting line into the General Manager of OCMS.

Main duties:

  • Provide leadership and direction to a multi-disciplined team, responsible for the operation and maintenance of high availability safety and business critical operational control systems. Eg CCTV systems, passenger safety and information systems, PLC’s, SCADA platforms and interfaces;
  • Actively promote MTM’s ongoing safety first culture;
  • Ensure the team is constantly positioned to provide ongoing 24/7 support services, to maintain operational availability of all systems and assets managed by the team.
  • Collaborate closely with various technical / electrical / maintenance and operations teams to support major systems and capabilities;
  • Manage ongoing relationships and contractual agreements with numerous 3rd party service providers, and ensure all obligations are met, per service levels agreed;
  • Provide oversight, assistance and governance during planning, design and systems integration / commissioning phases of all relevant OCS projects, to ensure operational support and maintenance requirements are satisfied.
  • Collate and submit accurate reports within designated timeframes. Typical reporting includes fault and planned maintenance metrics, contract and vendor performance, and finance / budget activity reports  
  • Facilitate or participate in risk management workshops and meetings, actively identifying and mitigating risk, where possible. 
  • Achieve pre-determined standards of quality to the international ISO 9001 standard 
  • Identify, implement and drive improvements in the way in which operational control  systems are managed, facilitating a continual improvement culture;

Education, skills and experience:


  • Formal electrical / electronic / technology qualification or relevant extensive industry experience;
  • Extensive experience managing an Operational Technology support function, preferably in a critical infrastructure or utilities environment; (team size 20 plus favourable)
  • Service and support contract management experience
  • Demonstrated experience following occupational health, safety and environmental procedures;
  • Effective verbal and written communication skills, including report writing 


  • Knowledge of WHS legislation
  • Experience in using project management methodologies
  • Ability to work unsupervised
  • Management experience working within an EBA framework
