About the Project


The Western Program Alliance (WPA) forms part of the Victorian State government’s level crossing removal program.  The Alliance brings together the Level Crossing Removal Project (LXRP), Metro Trains Melbourne (MTM), McConnell Dowell, and Arup and Mott MacDonald as design partners.WPA was formed in 2017 and following the successful completion of several major projects, is now focused on delivering the level crossing removals at Werribee (Werribee Street & Cherry Street), Hoppers Crossing (Old Geelong Road) and Cranbourne (the Cranbourne Line Upgrade), as well as developing future works projects.


The Opportunity:


Metro Trains Melbourne are currently recruiting for a Senior Project Manager to lead our team at the Western Program Alliance.Reporting directly to the Program Manager, you will be responsible for leading a team to deliver projects within MTM’s scope and any other additional agreed works in support of Victoria’s Big Build Infrastructure program.


As the Senior Project Manager you will drive and support MTM objectives to meet our goals within the safety, time, cost and quality parameters determined for the Projects.


Key Responsibilities:


  • Represent Metro's interest for the State, lead a team/s and meet deliverables as set by the Project Proposal / Project Brief in accordance with MTM’s Franchise Agreement and relevant aspects of the applicable project management framework across the project life cycle.
  • Achieve objectives set for the Alliance/Program to support MTM strategies, business plans and customer expectations
  • Ensures suitable resources, organisational support and commercial viability for MTM to safely deliver the project and setting objectives in line with MTM strategies
  • Manage project team/s and have responsibility for overall project outcomes and utilise a range of project management tools and methodologies on a daily basis with a high degree of competence.
  • Ensure all MTM Project requirements are met as detailed in MTM’s Project Management Framework Procedure
  • Have a firm understanding of the Alliance Management Plans and governance responsibilities
  • Apply project management knowledge and skill, tools and methodologies throughout all stage of the project life cycle including selecting the appropriate equipment, resources, services and techniques
  • Identify, resolve and perform complex technical project management operations associated with Scope, Design, Estimation, Scheduling, Risk Management & any other issues as they may arise
  • Identify and resolve process and operational issues with relevant stakeholders to ensure project Integration can be accomplished to agreed performance characteristics.
  • Prepare monthly project reports including financial, risk, project management, safety and environment metrics
  • Liaise with stakeholders and key MTM internal project groups, operations, maintenance, infrastructure and other associated parties in order to meet project targets objectives and milestones
  • Ensure MTM’s Engineering Change and Management of Change requirements are met
  • Develop, support and coach a delivery team to achieve the goals within the safety, time, cost and quality parameters.
  • Operational interface between the Alliance, Metro, the client and other third party stakeholder to ensure that the management of disruption occupation, subcontractors, train control, signalling, commercials, financial reporting, people management and workforce planning is maintained. 
  • Responsible for testing and commissioning, technical and operational integration and assurance and readiness for service, meeting rail safety requirements, facilitating engineering approvals, protecting rail accreditation and TOC development and submission. 
  • Leadership Team responsibilities on the Alliance, including achieving Alliance KPIs and supporting and managing teams as per the alliance organisation chart, shaping the overall workplace culture, stakeholder management to deliver against planned activities against the entire project life cycle.   Any other duties as specified by manager or allocated by the Alliance/Project



Desired Qualification, Skills and Experience


  • Tertiary qualification in project management, engineering or equivalent
  • Min 10 years’ experience in Engineering, Rail, Project Management and Construction
  • Minimum 2 years leading and managing a large team, inclusdin contractors and consultants
  • Min 10 years’ experience with stakeholder engagement across multi - disciplinary organisations
  • Experience managing & delivering complex Rail projects in Victoria is desirable
  • Experience managing complex programs across multi disciplines 
  • Applying contemporary methods in scheduling, cost controls, program management techniques and commercial and contract management
