We’re looking for a full-time Emergency Management Training & Exercising Specialist to join our team on permanent basis, based at the Metro Trains Head Office in Docklands.

 

This role is responsible for driving continuous improvement in Metro’s emergency management training and exercising. It will lead the development, design, and delivery of training programs and exercises for both frontline and corporate MTM employees. The position will work closely with internal teams to build confidence, competence, and consistency in emergency and incident management practices, while also supporting engagement with key external stakeholders—including DTP—to strengthen joint‑command response capability.

Key Responsibilities

  • Program development: Create and maintain an emergency management training and exercise program that reflects MTM’s key emergency risks and meets state emergency management requirements.
  • Training Implementation: Identify training needs and use these insights to develop practical, relevant emergency management training and exercise materials.
  • Exercise delivery: Prepare and deliver realistic emergency management scenario content relevant to rail operations from frontline desktop drills through to multi-agency field exercises.
  • Planning: Contribute to the development of project and business planning. Support delivery of and review progress against plans and take effective remedial action as required.
  • Stakeholder management: cross-functional collaboration and coordination with internal functions and external stakeholders (emergency services, government agencies and other emergency partners) to maintain viable operational response training modules 
  • Evaluation: contribute to on-going continuous improvement of MTM emergency management capability through conducting post-exercise evaluations.
  • Continuous Improvement: Ensure all training materials are current, accurate, and aligned with MTM policies, Rail Safety National Law, and Victorian emergency management arrangements. Contribute to updates of emergency procedures, plans, and learning packages.

 

Qualifications, Skills & Experience

  • Tertiary qualifications in emergency management and/or training and exercising, or relevant fields
  • Minimum of 5 years industry experience in implementing training & exercising in the emergency management field
  • Demonstrated industry experience in training program development and coordination, and creation and implementation of training materials
  • Demonstrated ability to collaborate and maintain strong working relationships with stakeholders from varied organisations and seniority levels
  • Effective and engaging communicator and facilitator
