We are delighted to announce that we are looking for a Head of Occupational Health & Safety (OHS) to uphold safety standards and provide leadership in driving a transformative safety culture, and instil the behaviours, mindset and practices that drive safely always to our passengers, colleagues, the public, and the network.

 

This is a senior leader in the business with multiple internal and external stakeholders.  It leads and motivates a team, identifies opportunities to leverage strengths and builds the team’s capability.  The role holds responsibility for development of frameworks, standards, policies, and procedures to ensure we maintain all certifications and accreditations to operate the Melbourne Railway Network.

 

 Key Areas of Responsibility

 

  • Lead, coach, train and guide Safety team members to deliver quality and excellence in respect to the practises, systems, and procedures relating to safety improvements and broader safety performance.
  • Manages the development and review of corporate SMS documentation through consultation with internal and external stakeholders, this may include; running workshops, workgroups, change management processes and risk assessments.

 

Supports external regulator relationships and enquiries (audits, inspections, visits) with:             

-ONRSR (Office of the National Rail Safety Regulator): Comply with national rail safety regulations and standards

-ATSB (Australian Transport Safety Bureau)/OTSI: Cooperate with transport accident investigations and implement recommend dations to enhance safety.

-WorkSafe Victoria: Compliance with all OHS legislation and regulations

 

  • Maintains strong relationships with stakeholders across the business to ensure that beneficial relationships are developed and maintained enabling a continuous improvement focus.
  • Responsible for developing a psychological health framework in line with the regulations and maintaining the corporate risk register.
  • Lead all corporate SMS audits ensuring the ongoing maintenance of certifications and accreditations
  • Manages MTMs Drug and Alcohol Testing program through the implementation of programs and protocols to conduct regular testing for all employees to ensure they are fit for duty
  • Responsible for MTMs Safety Training and Awareness to ensure employees are capable of identifying and mitigating safety risks.

 

 

 

About You

 

  • Relevant tertiary qualification Diploma in Occupational Health and Safety or a related discipline.
  • Previous experience in occupational health and safety, safety risk management, or audit experience (preferably gained within a rail, transport, safety critical, manufacturing, or heavy industry environment).
  • Previous experience leading a small team.
  • Demonstrated knowledge and application of OHS and Rail Safety National Law and related legislation.
  • Demonstrable experience in working with regulators, external and internal stakeholders, executives, and Boards.
  • Previous experience of stakeholder engagement with C-Suite executives.
  • Strong stakeholder management experience to work collaboratively and build strong working relationships with both internal and external stakeholders
  • Solid report writing, analytical ability, systems and critical thinking with the ability to work autonomously.
  • Experience in using project management methodologies and managing budgets would be advantageous
