Position

Metro are currently looking for a 6 month max term Land Licensing Advisor to join our team. This role is to oversee and participate in the management of land licenses to councils and other third parties across the Metro Trains Melbourne network and will interact with up to 30 local council areas across our network. As a Land Licensing Advisor you will contribute to the development, implementation and management of processes for administration of asset allocation and licensing of recreational spaces, facilities and assets to local councils.

 

Your key responsibilities will include;

 

  • Day to day maintenance of a licence register
  • Act as a contact point for local councils for future licensing opportunities and licences currently in place
  • Build and maintain relevant internal and external networks including local councils across our network
  • Represent MTM in meetings with councils
  • Negotiating the allocation of assets
  • Assisting with the preparation of licensing documents, with input from our Legal, Infrastructure, Safety, Integration and Projects teams
  • Integrate MTM and council maintenance programs (to minimise potential conflicts) and to streamline and ensure compliance with relevant legislation and policies with conditions of licences
  • Maintain/develop an inspection register and document maintenance activities
  • Proactively liaise with councils to update and incorporate long-standing licences and sub-leases into the current licensing processes
  • Develop and maintain an understanding of the legislations, policies and Franchise Agreement as they pertain to MTM land requirements
  • Assisting to provide accurate and timely data for internal (i.e. Passenger Experience, Infrastructure) and external stakeholders (i.e. council and external projects teams) to identify the MTM lease boundary and asset responsibilities
  • Apply open, diligent and thorough communication across multi disciplines
  • Quality assured record keeping and attention for detail is fundamental on all matters

 

In order to be successful you will possess the following;

 

  •  Land Management, Stakeholder Management and/or Rail Industry experience preferred
  •  Relevant tertiary qualifications or demonstrated equivalent experience
  •  Ability to interpret and implement legislation and policies including the MTM Franchise Agreement
  •  Demonstrated ability to work cooperatively and productively within a small team
  • High level oral and written communications skills, including mediation, negotiation and networking skills
  • Knowledge of various mapping tools and programs
