Rail Safety Advisor

Metro Trains Melbourne (MTM) currently have an exciting opportunity for an experienced Rail Safety Advisor to support the Head of Rail Safety Network Assets by partnering with Delivery areas within Network Assets to ensure positive safety outcomes, demonstrate evidence-based assurance and compliance with Rail Safety National Law (RSNL) and you will provide specialist rail safety advice to stakeholders across Networks Assets with a strong focus on frontline work.

Key Areas of Responsibility

• You will complete Critical risk inspections, Safety Critical Communication, Rail Safety Compliance Inspections (RSCI) and workplace inspections.
• Act as a trusted business partner to delivery and operational areas across Network Assets providing consistent and well-researched rail safety advice.
• Provide advice within the specific risk context of Network Assets recognising the need for balanced outcomes across safety and efficiency. Understand where risks are in tension and apply recognised industry principles to ensure MTM can demonstrate a risk position consistent with the So Far As Is Reasonably Practicable (SFAIRP) qualifier.
• Provide practical and balanced advice enabling MTM to demonstrate compliance with Rail Safety National Law (RSNL) requirements.
• Work with the Safety Data Analyst to ensure data, metrics and insights are generated from frontline safety assurance activities – continuously improve the insights from assurance activities.
• Promote and implement local Safety Improvement Plans specific to rail safety programs and initiatives.
• Promote and participate in joint site visits with stakeholders from other divisions and Network Assets Health and Safety Representatives (HSRs).
• Provide frontline advice to Track Force Protection Coordinators (TFPC) and Rail Safety Workers – adopt a questioning (coaching) approach.
• Support the Early Week Night Occupation (EWNO) program by providing rostered frontline coverage to key shifts.
• Assist the Head of Rail Safety to maintain and continuously improve the digital Rail Safety Workplace Hazard Assessment (RSWHA) tool – the Work on Track Application (WOTA). Help frontline staff to use the WOTA and consult with Rail Safety Workers to identify how the WOTA can be improved. Work with the Safety Data Analyst to generate data insights relating to the use of the WOTA.
• Conducting system audits of internal departments and external organisations for compliance with published procedures, accredited standards and regulatory requirements as appropriate.
• Work with cross-divisional stakeholders to ensure risk controls for Rail Safety are embedded and effective. Key relationships include Signallers, Metrol, Projects and Metro Tunnel stakeholders.
• Assist the Head of Rail Safety to ensure the Critical Risk program is fully implemented across Network Assets.

Skills and Experience

• Tertiary qualified in health and safety or a related discipline and or qualifications in engineering-oriented systems or business management.

• At least five years in a similar role in rail or a highly regulated industry with risk and audit exposure
• Experience in track safety management or rail infrastructure safety operations.
• Knowledge of rail operations and understanding of track work safety requirements.
• Working knowledge of Rail Safety National Law (RSNL).
• Lead Auditor qualification.
• Lead ICAM investigator.
• Ability to identify and analyse risks and recommend appropriate controls.
• Strong verbal communication skills with the ability to successfully deal with people at all levels of an organisation, including liaising with a wide range of diverse stakeholders. 

• Experience in working with frontline emergency and crisis management environments.

• Strong attention to detail with experience in Microsoft Excel and familiarity with internet-based communications tools.
• The ability to use initiative and be innovative with a complex integrated management system.
