The Metro Tunnel Project (MTP) is a transformational public transport project that will bring more trains to your suburb and reduce travel times by running the busy Cranbourne, Pakenham and Sunbury lines through a new tunnel. By untangling the City Loop, more trains can run more often across Melbourne.

We’ve finished digging twin 9km tunnels, and construction is underway on 5 new stations and testing of the new High Capacity Signalling system that will enable turn-up-and-go services.

Metro Trains Melbourne (MTM) has an exciting opportunity for an experienced Senior Change Analyst to join the MTP Team.


The Role

The Senior Change Specialist is responsible for the development and delivery of the organisational change activities to effectively integrate the changes introduced with the Rail Network Alliance (RNA) works into the Metro organisation. A key responsibility of this role is to support the introduction of standardised change processes across the impacted stakeholders through the use of proven methodologies, effective communication, analytical, and problem-solving skills.


This is a contract position until May 2024 based in Melbourne’s CBD.



  • Manage the development of the Change Management strategy for defined audience segments and review progress against plans to ensure they are on schedule and take effective remedial action as required.

  • Engage key stakeholders across the team and broader organisation ensuring that beneficial relationships are developed and maintained. Develop appropriate governance structures to support engagement, business reference and user reference groups

  • Provide timely and accurate advice to incoming callers and ensure issues are resolved in accordance with our service level agreement and issue resolution procedure.

  • Lead the Change Impact Assessment and associated actions for defined Audience segments. Gather information and formulate recommendations for effective management of change impacts. Implement recommendations by working alongside key stakeholders and business owners.

  • Manage organisational impacts and where applicable, align job roles and responsibilities with new systems and processes

  • Support the Communications Manager with the coordination and development of recommendations for programming the timing and messaging of change related communications by key audience

  • Provide guidance and assistance with the facilitation of structured process walk-throughs with stakeholders

  • Any other duties as specified by manager


About You

  • Tertiary qualifications specialising in Human Resources, Organisational Psychology, Public Relations, Business or Technology, highly desirable.

  • Experience working within project management or analysis. 

  • Demonstrated experience working in Change Management or related roles.

  • Experience in using project and change management methodologies.

  • Demonstrated ability to manage multiple complex stakeholder/s groups simultaneously.

  • Knowledge of PROSCI ADKAR model, highly desirable

  • Change Management qualifications, highly desirable

  • Experience within the rail industry, highly desirable

  • Experience in internal, third-party and government negotiations is desirable. Especially in managing industrial relations.
